The work analyzed the mechanisms of operation of public action, evidencing them from the relationships they were able to organize, and the implications during the implementation of the Brasil Sem Miséria Rural Plan (BSM-Rural). The hypothesis is that the governmental and non-governmental rural extension, when operating instruments, techniques and tools designed to implement the BSM-Rural, contributed to the creation of the techniques and tools for the operationalization of the ATER Law, in an orchestrated overlapping of instruments. and producing effects. From a methodological point of view, documental research, a bibliographic review of specialized literature, and field research carried out in 2013/2015 and 2020/2021 were used. The study was based on HALPERN's public action instrumentation literature; LASCOUMES; LE GALÈS (2014). The work made it possible to understand the movement of the instruments of public action, the relationships and the effects generated in the convergence of public policies to face rural poverty in Brazil and, above all, the origin of the techniques and tools that operated the ATER. | |
| 520 | 3 | |a O presente artigo tem como objetivo analisar instrumentos, técnicas e ferramentas da ação pública no Brasil com foco na atuação da assistência técnica e extensão rural governamental e não-governamental, de 2010 a 2020. O trabalho analisou os mecanismos de funcionamento da ação pública, evidenciando-os a partir das relações que foram capazes de organizar, e das implicações durante a implementação do Plano Brasil Sem Miséria Rural (BSM-Rural). A hipótese é que a extensão rural governamental e a não-governamental ao operar instrumentos, técnicas e ferramentas elaborados para implementar o BSM-Rural contribuíram para que fossem constituídas as técnicas e as ferramentas de operacionalização da Lei de ATER, em uma orquestrada sobreposição de instrumentos e de produção de efeitos. Do ponto de vista metodológico utilizou-se de pesquisa documental, da revisão bibliográfica de literatura especializada, e da pesquisa de campo realizada em 2013/2015 e 2020/2021. O estudo tomou por base a literatura de instrumentação da ação pública de Halpern; Lascoumes; Le Galès (2014). O trabalho possibilitou compreender o movimento dos instrumentos da ação pública, as relações e os efeitos gerados na convergência de políticas públicas de enfrentamento da pobreza rural no Brasil e, sobretudo, a origem das técnicas e das ferramentas que operaram a Lei de ATER. | |
