Sumario:The reform, which should have been approached as a matter of transcendental importance, has been treated without due care; it has lacked in the work of the commission the more or less strict application of a scientific method; it has not drawn the desirable advantages from the distribution of time and the establishment of innovations tending to eliminate known vices and to create order, discipline and method in corporate work; it is fragmentary and incomplete, but, nevertheless, plausible because of the wisdom of the innovations introduced.
