La reforma, que debió ser abordada como un asunto de importancia trascendental, ha sido tratada sin el debido detenimiento; ha faltado a la labor de la comisión la aplicación más o menos estricta de un método científico; no ha sacado las ventajas deseables de la distribución del tiempo y del establecimiento de innovaciones tendentes a suprimir vicios conocidos y a crear el orden, la disciplina y el método en la labor corporativa; es fragmentaria e incompleta, pero, no obstante, plausible por el acierto de las innovaciones introducidas.
