Sumario:This proyect is part of a doctoral work on the relationship between the application of public policies for urban land management by local Executives and the improvement in the conditions of access to housing, habitat and exercise of the Right to the City. Access to urban land is considered as an essential element of any public policy. However, if it is an importance and needed right, it doesn’t have the same history of legal recognition as the right to housing, education and/or health. Given this, the following questions arose: How has the evolution been in terms of public land management policy in Argentina with a focus on the province of Buenos Aires? If it is a basic right, does it enjoy the necessary legal recognition? so, is it enough? Through the analysis of the historical evolution in terms of public policy in Argentina, with a focus on the province of Buenos Aires, it is intended to make a contribution to the debate on access to land as a basic right, while it is intended to rescue its potential. , as one –not the only one- of the necessary elements to exercise the Right to the City.
