Sumario:The paper presents a series of visions, strategies and instruments approach that gained momentum in the mid-90s, from social decay and economic volatility that led to structural adjustment policies.The new visions dyeing the centrality of the individual as the only oriented explanation of collective action and leave the self-regulation of the market as the only solution for the social development.Thus, they gained presence in the discourse and analytical perspectives approaches such as governance, state capacity and neo institutionalism, wich one comprising a diverse set of continuity and break up with neoliberal approaches. From each of these perspectives a critical analysis is made, with particular emphasis on how they considered the role of the state
