Its central objective is to explain how digitalization has reconfigured the forms and possibilities of public deliberation, collective action, political participation, and the institutional capacity of the state, highlighting both its democratizing potential and its systemic risks. The central argument maintains that democracy in the context of digitalization cannot be understood solely as a technological phenomenon, nor as a simple process of online communication. Digitalization can only strengthen democracy if it is explicitly oriented toward the production of informational public goods and the expansion of civic capacities. At this point, state regulation of platforms plays a crucial role, without inhibiting freedom of expression. The methodology employed is a comparative documentary analysis that reviews theoretical literature, foundational works, case studies, and normative proposals from authors specializing in democracy and digitalization. El documento ofrece una revisión amplia entorno al debate contemporáneo sobre democracia y digitalización, de forma que articula los principales aportes teóricos y empíricos del debate contemporáneo. Su objetivo central es explicar cómo la digitalización ha reconfigurado las formas y posibilidades de la deliberación pública, la acción colectiva, la participación política y la capacidad institucional del Estado, destacando tanto su potencial democratizador como los riesgos sistémicos. El argumento central sostiene que la democracia en el contexto de la digitalización no puede entenderse exclusivamente como un fenómeno exclusivamente tecnológico ni tampoco como un simple proceso de comunicación en la red. La digitalización solamente podrá fortalecer la democracia siempre y cuando se oriente de forma explícita hacia la producción de bienes públicos informacionales y la ampliación de capacidades cívicas. En este punto, la regulación estatal de las plataformas tiene un papel crucial, ello sin inhibir la libertad de expresión. La metodología del trabajo es un análisis documental comparado que revisa literatura teórica, obras fundacionales, estudios de caso y propuestas normativas de los autores especializados en democracia y digitalización.
