| Sumario: | This article analyzes the Programa de Respaldo a Estudiantes Argentinos (PROGRESAR), examining its changes and continuities during the 2014-2024 period. To this end, a qualitative approach is adopted, following the guidelines of grounded theory, and legislative and administrative documents related to the formulation, management, and evaluation of this state intervention are systematized. Designed in 2014 to guarantee the right to education and promote the social inclusion of young people, PROGRESAR underwent a shift towards meritocracy and individualism between 2016 and 2019, excluding those who did not meet certain academic performance criteria. The enactment of Law No. 27.726 in 2023 has sought to reverse this trend, restoring the program’s inclusive nature and expanding its reach. However, the meritocratic discourses that dominate current political and cultural debates pose a series of challenges for interventions aimed at youth social inclusion. Thus, this article highlights the tensions between different intervention logics and reflects on how the State shapes the policy’s target population, simultaneously constructing them as subjects of assistance and/or as dangerous subjects. |
