The objective of this article is to investigate how this issue became a part of the Argentine foreign policy agenda during those years. To achieve this, a qualitative research strategy was followed, focusing on the energy issue and using primary and secondary sources. The data collection techniques employed were: i) document-based observation, and ii) internet and archive-based research. Regarding the data analysis techniques, the following were utilized: i) documentary analysis, ii) descriptive statistical analysis, and iii) content/discourse analysis. As a hypothesis, it was argued that "the possibility of energy shortage was internalized by the government as a threat to the economic program, which prioritized the energy issue as a problem on the government's agenda and influenced foreign policy, integrating it as a matter of external agenda. En el verano 2003-2004, la crisis del gas con Chile que implicó el corte del suministro de gas natural argentino a aquel país evidenció la existencia de un problema doméstico en Argentina con incidencia en su política exterior. El objetivo del artículo es indagar acerca de cómo dicha problemática se constituyó en un tema de la agenda de la política exterior argentina en aquellos años. Para ello, se siguió una estrategia general de carácter cualitativa donde la problemática energética con revisión de fuentes primarias y secundarias siendo las técnicas de recolección de datos i) la observación basada en documentos y ii) la investigación basada en Internet y archivo. En lo referido a las técnicas de análisis de datos, se empleó i) el análisis documental; ii) el análisis estadístico descriptivo y iii) el análisis de contenido/discurso. A modo de hipótesis se sostuvo que “la posibilidad de desabastecimiento energético se internalizó en la visión del gobierno como una amenaza sobre el programa económico, jerarquizó al tema energético como problema de la agenda gubernamental y condicionó la política exterior, integrándose como un asunto de la agenda externa”.
