Sumario:The analysis of capacities in the municipalities of the province of Sumapaz contained in this article seeks to highlight a set of challenges in terms of institutional management, evidencing some situations that can contribute to an understanding of regional institutional development. The province of Sumapaz, located in the department of Cundinamarca, includes the municipalities of Arbeláez, Cabrera, Fusagasugá, Pandi, Pasca, San Bernardo, Silvania, Venecia and Tibacuy, which vary in size, population, economic development, productive infrastructure. and fiscal capacity. In this way, the characterization of the conditions under which capacities are developed in local administrations must take as a starting point a conceptual delimitation within the framework of decentralization and local democracy, so that it is possible to address it from a conceptual and contextual perspective. management in each municipality, in particularly important issues such as the formulation and execution of public policies. The analysis seeks to identify the scope of institutional management and its relationship with sustainable development in the region, considering the strengthening of institutional capacities as a means to face with greater certainty the challenges coming from the regional, national and global context
