However, a description of the proposals of Alcira de la Peña, an Argentine communist leader who became a member of the Deliberative Council of the City of Buenos Aires (1958-1962), will allow a discussion of this hypothesis. Women undoubtedly occupied a relevant place as political subjects. In fact, Alcira’s previous trajectory evidences that she developed an organizational action of women that allowed her a deep territorial knowledge and profound links with diverse women's collectives. However, in her intervention as councilor she did not meet the expectations of women's performance in political representation and, rather, developed a line of action linked to the agenda of the Argentine Communist Party and her own professional and political experience. Therefore, her interventions resulted in proposals linked to urban problems, health, political and labor conflicts. This first approach, therefore, shows the need for a more complex approach to women's political action. Existe el supuesto de que una mayor representación descriptiva -es decir, más mujeres en la representación política- conlleva una representación sustantiva más robusta en materia de género, familia e infancia, áreas -supuestamente- propias de las mujeres. Sin embargo, una descripción de las propuestas de Alcira de la Peña, dirigente comunista argentina que llegó al Honorable Concejo Deliberante (1958-1962), permitirá realizar una discusión respecto de esa hipótesis. Las mujeres ocuparon un lugar relevante como sujetos políticos, sin duda. De hecho, la trayectoria previa de Alcira evidencia que desarrolló una acción organizativa de las mujeres que le permitió un profundo conocimiento territorial y vínculos profundos con diversos colectivos femeninos. Sin embargo, en su intervención como concejala no cumplió con las expectativas de la actuación de las mujeres en la representación política y, más bien, desarrolló una línea de acción vinculada con la agenda del Partido Comunista Argentino y su propia experiencia profesional y política. Por ello, sus intervenciones redundaron en propuestas vinculadas a los problemas urbanos, sanitarios, conflictos políticos y laborales. Este primer abordaje, por tanto, evidencia la necesidad de una complejización del modo de abordaje de la actuación política de las mujeres.
