Sumario:The reform of the Royal Treasury of Veracruz devised by Gálvez, accused of concealing an Intendency, sparked a controversy that was not limited to two opposing parties: while Moñino y Campomanes defended it, the Council and the General Accountant of the Indies Ortiz de Landazuri attacked it with different arguments. At stake were the permanence of judges-officers of the Royal Treasuries, the strengthening of an area of economic governance of the treasury, and the consolidation of the vía reservada of the Indies. I study the project and the debate, wondering whether Moñino, Campomanes y Gálvez shared a vision of Intendencies and american “colonies”.
