Sumario:During the last years, the migration of hidalguenses to the United States has been an emergent social phenomenon that in 1990, began to experience an increase in its index of migratory intensity. Given this situation, since 1999, the authorities of Hidalgo have tried to intervene actively in this process, leaving behind the indifference shown initially to the hidalguenses abroad.  The main objective of this text is to describe and analyze the antecedents of the policies developed by the government of Hidalgo in attention to their migrants in the United States, emphasizing the way in which they came to be considered as part of the political agenda of the state; This through a methodology of historical and qualitative analysis that presents, examines and analyzes the various initiatives developed by the state government in recent years. The temporal delimitation of this analysis comprises three government periods of state management. This in order to detail the content and the political aspects of where the public policy of migration in Hidalgo.
