Sumario:The author considers that there are four basic conditions for citizen participation in a democracy,namely: respect for individual rights; institutional channels and legal frameworks;information and confidence on part of citizens towards democratic institutions. Based on these four conditions explains the interference of citizens in public affairs in Mexico during the twentieth century, and conclude by mentioning the current state of citizen participation and presenting a proposal to increase the margin of the same in the Mexican state.
