Sumario:The previous study of neighborhood impact (EIV) is one of the innovations brought for the federal law called "Statute of the City". The EIV is demanded of great enterprises and activities, private or public, as previous condition for the attainment of licenses or authorizations of construction, magnifying or functioning.The question must be disciplined by law in each city. The "positive and negative effect" of the enterprise or activity for the quality of life of the population must be taken in account. Although the instrument does not make direct reference the subjects of urban segregation, the article points the possibility to include it. It is necessary to observe and to consider the conflicting and hard contrasts between neighboring areas and the dialogue or the form of dialogue that the “small worlds” of the private structures have with the city.
