The expression NPC refers to the complex set of economic for-profit activities and administered privately by national agents. We understand that when we are talking about capitalist societies, it is not possible to think about economic development without checking how this character was considered in this process and how scholars have treated this issue. We note that the characterization of the NPC tended to occur around the following positions: 1- a cold description, that is, strictly as an economic phenomenon, prevalent among economists; 2- its consideration as an actor or protagonist both economic and political, predominant among historians and sociologists and political scientists; and 3- proposals of a normative nature, related to a political project or a task or role that the NPC should have taken in the economic development in Brazil. Our goal is to contribute to establish a set of studies and also to the debate in the political arena, especially in a comparative approach with other countries.
