Fromthe beginning, the government proposed a subsidiary role: to carry out works where there was no interest forprivate capital and to connect the capitals of the provinces.The growth of the state network made it necessary to organize the centralized management of the StateRailways (FCE); by a law of 1909 the General Administration of the State Railways (AGFE) was created and thefollowing year it began to operate until it was dissolved at the end of 1948, constituting the first national statecompany.The consolidation of the entrepreneurial State allows us to observe and analyze it´s problems andlimitations, as well as the characteristics of its bureaucracy. En Argentina el Estado empresario se expresó en forma temprana, entre otras acciones, a través de laparticipación del Estado en la construcción y operación de las líneas férreas desde fines del gobierno de Mitre.Desde un primer momento el gobierno se propuso un papel subsidiario, llevando a cabo obras donde noexistía interés para el capital privado y conectando las capitales de las provincias como un Estado empresariosin empresas, promoviendo las concesiones a las empresas privadas. Años después se convirtió en un Estadoempresario. El crecimiento de la red estatal hizo necesario la organización de la gestión centralizada de losFerrocarriles del Estado (FCE). Por una ley de 1909 se creó la Administración General de los Ferrocarriles delEstado (AGFE) y al año siguiente comenzó a funcionar hasta que fue disuelta a fines de 1948, constituyendo laprimera empresa estatal nacional.
