In this work we develop an analysis of the Integrated Projects of Productive Agglomerates (PI-TEC), limiting the discussion to the case of the PI-TEC of Olavarría (Province of Buenos Aires) in which a group of companies agglomerated in a metal-mechanical cluster, with the support of the University and guided by the Development Agency, decided to seek innovations in products and processes. The analysis of this case, carried out through interviews with key informants, allows us to identify the difficulties involved in the application of industrial policies and the promotion of associative processes in the search for the improvement of production processes and the underpinning of Local Innovation Systems. El Ministerio de Ciencia y Técnica (MINCyT) de Argentina ha impulsado distintos proyectos orientados al incentivo de la innovación y el desarrollo del conocimiento tecnológico a través de las acciones meso económicas para fomentar la interacción entre Pequeñas y Medianas Empresas e instituciones públicas. En este trabajo se realiza un análisis de los Proyectos Integrados de Aglomerados Productivos (PI-TEC) circunscribiendo la discusión al caso del PI-TEC de Olavarría (Provincia de Buenos Aires) en el que un grupo de empresas aglomeradas en un clúster metalmecánico, impulsadas por el apoyo de la Universidad y guiadas por una Agencia de Desarrollo, deciden buscar innovaciones en productos y en procesos.
