Sumario:The wine industry in Argentina was characterized until the mid-80’s by the presence of vineyards and wineries located in the region of “Cuyo” and in the most populated provinces of the country. For decades, governments and organizations representing employers and “Cuyanos” wine workers fought for public policies that promoted wine bottling in areas where it was being produced. The 23,149 law attended this demand. It emerged in 1984 and the following year it released bulk wines. They represented less than a half of the total and 20 years later, they were a tiny proportion. What was the influenced of the law in the process? What other factors emerged? This article discusses the importance of the places where wines are being bottled and analyzes clashes between agents, the problems of implementation, results and reasons for the abolition of the 23,149 law. The article focuses on the period 1984-1991, the time when the law was ruling. It also makes reference to the history of this kind of law in the country (1963 onwards) and to the evolution in the way wines were bottled and released to the market until the late twentieth century. What´s more, it makes reference to the limited impact that this public policy had due to a number of factors (restrictions on packaging regulations, resources used for protection, short term, etc.) Finally, it mentions that the process of packaging originally started several years before the abolition of the law, and it remained after it.
