| Sumario: | The use of information and communication technologies (ICTs) for the management of Public Administration brought as a result the need to subject them, and their relations with citizens, to new regulations. This is the new situation we have undergone in Argentina in recent years. The deep transformations that occur due to the emergence of electronic administrations and electronic administrative procedures are essential factors for the improvement of productivity and human development. What is sought is to bring the State closer to the people, so that they can relate to domestic public administrations without queues, or wait, without loss of time, as well as avoid temporary and territorial distances that are often caused by administrative devices and formal presentations, sworn statements, etcetera. The heavy bureaucracy stops demanding from the citizen and becomes an electronic site that is more accessible to human beings. A new decentralization emerges -the operational decentralization- since the State is decentralized in its public management through the Internet, in the information that is generated and delivered to citizens via various sites, and through the interoperability and integration of networks. Therefore, the application of new technologies leads to good administration of public institutions, to improve the lives of citizens, and to the respect and development of the person and its human dignity. |
