Desde hace ya varios años, esta noción limitada de la democracia ha ido evolucionando y ampliándose, a punto tal que se han incorporado en su definición ciertos valores y principios que se relacionan intrínsecamente con el goce pleno de los derechos humanos y la vigencia de las libertades fundamentales.
