Sumario:This paper discusses the Brazil’s policy responses to the recent systemic financial crisis of global capitalism, which is the responsibility of the North. Firstly, it is argued that today the rich countries are, paradoxically, the hostages of orthodox neoliberal agenda that has traditionally imposed for developing countries. Despite the crisis, the Southern countries resort to an alternative national in a scenario of an emergency state capitalism. Second, Brazil resorts to the “turned inward” strategic planning and emphasizes the social dimension of public policies, although it is suffering the impacts of the crisis in industry and GPD. Finally, the article argues that there is an ongoing social democratic model in Brazil. Within the institutional constraints of representative democracy and the structural limitations of the global market economy, we seek to decommodification of the poorest citizens’ workforce and invest in human capital formation.
