Sumario:We develop a comparative study of the management models of the Morelia-Tarímbaro metropolis, in Michoacán, Mexico; and La Serena-Coquimbo, in the Coquimbo Region, Chile. The objective is to analyze the governance models, relating them whit the urban expansion process occurs in both cities and the social and physical space effects. The descriptive method shows the scarce relationship that exists between the expansion of the metropolis and the governance model. Even though in both countries there are multiple actors and instruments, they do not achieve concrete and practical results, because they remain proposals, or act in a dispersed way, that is, without being binding at the territories. The conclusion supports reversing the governance approach, based on recognizing the current prevailing urban modes and proposing strategic actions that reverse metropolitan problems.
