Sumario:In the City of Buenos Aires (Argentina) different (although few) housing policies have been developed historically aimed at the popular sectors. This paper proposes an analysis of the main components of these policies over time to identify possible breaks and continuities in popular social housing paradigms. Based on a review of historical documents and interviews with contemporary officials, the ways in which each paradigm defined the problem, the subjects of the policy and the solutions offered in urban-architectural terms are analyzed. Although transformations are detected in the definition of some of these components, other elements show a strong persistence over time, giving an account of certain permanent ideas regarding what popular social housing means and what place corresponds to these sectors in the urban structure.
