Sumario:The objective of the article is to describe and analyze the transformations in social policies that are proposed to promote the social and popular economy in Argentina, starting with the change of government in December 2015. We investigate the contents and foundations of the new orientation of the programs implemented by the Ministry of Social Development, focusing on those that were oriented to the promotion of cooperative work in the period 2009-2015 and the rupture posed by the Supplementary Social Salaries instituted after the enactment of the Social Emergency Law. Regarding the methodology, we used a qualitative approach that included interviews, focus groups and documentary analysis. The article shows the disputes about the meaning of work, social policy, solidarity and the political horizon of the construction of the popular economy.
