Sumario:A cluster-phonon model is proposed for odd-mass nuclei to describe simultaneously positive- and negative-parity states, in which octupole as well as quadrupole vibrations of the core are allowed. The cluster states include one-particle and two-particle-one-hole excitations. The residual interaction is of the quadrupole-quadrupole plus pairing type. The model is applied to Y89, whose energy levels, eigenvectors, spectroscopic factors, and electromagnetic properties are computed and compared with experiment.
