Urban heritage in Mexico City has configured as a category in parallel with city growth in the 20th century. Different legislations enacted between 1930 and 1980, revealed a dynamic expansion and the need to plan and project the future of the city. Throughout these 50 years, government administration managed to build a legal corpus that consolidated its intervention and laid the foundations for the institutionalization of both urban planning and heritage preservation. During this historical process, some political, academic and civil society figures led to a fruitful public debate about the conditions of the city, the expectations of urban modernity and the urgency to reveal the present value of the old city. This article explores the events and controversies surrounding the interventions proposed for Mexico City’s Center, an emblematic spaces through cabinet research made at the Monuments Coordination Archive of the National Institute of Anthropology and History (INAH), the study of urban protection and planning laws, and press analysis of the time and historical studies, managing to integrate findings into the category of Historic Center Monument Zone and reflecting upon the complex process of institutionalization of urban heritage policy. |

La categoría de patrimonio urbano en la Ciudad de México se configuró en paralelo al crecimiento de la urbe en el siglo XX. Las distintas legislaciones decretadas entre 1930 y 1980 revelan el dinamismo de la expansión y la necesidad de planear y proyectar el futuro de la ciudad. A lo largo de estos 50 años, el Estado logró construir un corpus legal que consolidó su intervención y sentó las bases para la institucionalización tanto de la planificación urbanacomo la preservación patrimonial. Durante este proceso histórico, algunos personajes de la política, la academia y la sociedad civil, condujeron a un fructífero debate público sobre las condiciones en que se hallaba la urbe, las expectativas de la modernidad urbana y la urgencia de revelar el valor presente de la ciudad antigua. A través de la investigación en el Archivo de la Coordinación de Monumentos del Instituto Nacional de Antropología e Historia (INAH), el estudio de las leyes de protección y planeación urbana, los análisis de prensa de la época y estudios históricos, el presente artículo explora los sucesos y las polémicas en torno a las intervenciones planteadas para el centro de la Ciudad de México, espacio emblemático que logra integrar en la categoría de Zona de Monumentos Centro Histórico, el complejo proceso de institucionalización de la política urbana patrimonial. A categoria de patrimônio urbano na Cidade do México se configurou paralelamente ao crescimento da cidade no século XX. As diferentes legislações promulgadas entre 1930 e 1980 revelam o dinamismo da expansão e a necessidade de planear e projetar o futuro da cidade. Ao longo destes 50 anos, o Estado conseguiu construir um corpus jurídico que consolidou a sua intervenção e lançou as bases para a institucionalização do planeamento urbano e da preservação do património. Durante este proceso histórico, algunos personajes de la política, la academia y la sociedad civil, condujeron a un fructífero debate público sobre las condiciones en que se hallaba la urbe, las expectativas de la modernidad urbana y la urgencia de revelar el valor presente de la cidade antiga. Através de pesquisas no Arquivo de Coordenação de Monumentos do Instituto Nacional de Antropologia e História (INAH), do estudo das leis de proteção e ordenamento urbano, de análises da imprensa da época e de estudos históricos, este artigo explora os acontecimentos e controvérsias em torno das intervenções propostas para o centro da Cidade do México, um espaço emblemático que consegue integrar na categoria de Zona Monumental do Centro Histórico, o complexo processo de institucionalização da política patrimonial urbana.
