It gives an account of the consolidation of this sector in the public agenda and of social policy in Argentina and its centrality as the axis of the definition and intervention of the social question by the political authorities in different government administrations. Based on the notion of social institutionality, three dimensions are analyzed in their deployment in the portfolio framework: i. the programs developed; ii. the mutations of the portfolio organization charts that allow recognizing hierarchies and shifts; iii. the ministerial budgetary allocations and within them those destined to the areas and programs of the social and popular economy. The study is supported by bibliographic sources and the analysis of official documents. En este artículo se analiza el lugar dado a la economía social y popular en el Ministerio de Desarrollo Social de la Argentina entre 1999 y la actualidad, incluyendo el período de pandemia. Se da cuenta de la consolidación de este sector en la agenda pública y de la política social en la Argentina y su centralidad como eje de la definición e intervención de la cuestión social por parte de las autoridades políticas en diferentes gestiones de gobierno. A partir de la noción de institucionalidad social, se analizan tres dimensiones en su despliegue en el entramado de la cartera: I. los programas desarrollados; II. las mutaciones de los organigramas de la cartera que permiten reconocer jerarquizaciones y desplazamientos; III. las asignaciones presupuestarias ministeriales y dentro de ellas las destinadas a las áreas y programas de la economía social y popular. El estudio se apoya en fuentes bibliográficas y en el análisis de documentos oficiales.
