The methodology used included an initial stage of bibliographic review that approached concepts on popular libraries and public policies, taking into account general and particular aspects. In a second stage, legal aspects associated with libraries, state and non-state organizations linked to them, and public policies generating programs, plans and projects were identified and characterized. As a result, the existence of differences between the policies studied was determined, according to their history, organizational structure, geographic coverage and the sources of funding that supported them. It is concluded that the alliances established between the State and civil society evidently drive public policies in this sector. En el presente artículo se describe brevemente a las bibliotecas populares argentina y a las políticas públicas, foco de atención para su análisis, en el orden nacional y en la provincia de Córdoba, desde el año 2012 a 2015, con la finalidad de observar proximidades y distancias entre ellas. La metodología utilizada comprendió una etapa inicial de revisión bibliográfica que acercó conceptos sobre bibliotecas populares y políticas públicas, teniendo en cuenta aspectos generales y particulares. En una segunda instancia, se identificaron y caracterizaron aspectos legales asociados a las bibliotecas, organismos estatales y no estatales vinculados a ellas, y políticas públicas generadoras de programas, planes y proyectos. Como resultado se determinó la existencia de diferencias entre las políticas estudiadas, en función de su historia, la estructura organizativa, la cobertura geográfica y las fuentes de financiamiento que las sostuvieron. Se concluye señalando que las alianzas establecidas entre el Estado y la sociedad civil, evidentemente impulsan las políticas públicas en este sector. Facultad de Filosofía y Humanidades.
