These policies have shown a strong bias locally called "viviendista", dismissing the importance of the social, economic and cultural environment where such homes are built. However, in recent years, policies that try to overcome this bias have been developed and implemented. Such is the case of the Municipality of Rio Grande which, since the year 2012, has implemented a new way of managing housing policies at the local level through an integral model. We propose to analyze Rio Grande’s Municipality housing policy between the years 2012 and 2016, specifically those targeting informal neighborhoods within the city . The methodological strategy is qualitative in nature, through semi-structured interviews with key informants and documentary and bibliographic analysis. The hypothesis argues that the model operating since 2012 is innovative as it advances in a conception that overcomes the sole housing vision, entailing a comprehensive policy and a form of associated management between the Municipality and civil society actors, thus positioning the local government as a leading actor in the construction of the city. In this way, we seek to contribute to studies on housing policy local management, specifically those related to informal neighborhoods, through a case study in Río Grande, Tierra del Fuego. En Argentina, las políticas habitacionales a nivel local se han orientado tradicionalmente a la regulación y administración de la ciudad como también a la implementación de políticas provenientes del nivel provincial y nacional. Estas se han caracterizado por un fuerte sesgo “viviendista” desestimando la importancia del entorno social, económico y cultural en el que las viviendas se construyen. Sin embargo, en los últimos años numerosos gobiernos locales han diseñado e implementado políticas habitacionales que intentan superar este sesgo. Tal es el caso del Municipio de Río Grande que, a partir de 2012, ha implementado una nueva forma de gestionar las políticas habitacionales a nivel local a través de un modelo integral. Nos proponemos analizar la política habitacional del Municipio de Río Grande entre 2012-2016 específicamente aquellas orientadas a los barrios informales de la ciudad. La estrategia metodológica es de carácter cualitativo a través de la realización de entrevistas semiestructuradas a informantes claves y análisis documental y bibliográfico. La hipótesis sostiene que el modelo implementado a partir de 2012 es innovador en tanto avanza en una concepción superadora de la visión viviendista de la ciudad; implicando una política integral y una forma de gestión asociada entre el Municipio y actores de la sociedad civil, posicionando así al gobierno local como actor protagonista en la construcción de ciudad. De esta forma, se busca contribuir a los estudios sobre la gestión local de políticas habitacionales a nivel local, específicamente las referidas a barrios informales a través del estudio del caso particular de Río Grande, Tierra del Fuego.
