The understanding of incentive structures and systemic dynamics among the public/private agents participating of Energy Efficiency Programs (EEP), involves the analysis of key variables that affect the operation of energy markets in general, and particularly the energy consumers’ behavior structure. According to Tirole (1990), institutions fulfill a significant role to achieve an efficient performance of the markets, mainly in those sectors in which competition is too weak and existing companies have high market power. Some industrial sectors such as landline and mobile communications, drinking water, electricity, railways, subways and transportation in general, are dominated by a smallnumber of large corporations, such as oligopoly markets or so called natural monopolies; the problem arises when these markets are not efficiently regulated. As a consequence this situation produces unwanted environmental and social effects such as dissavings, energy shortage, waste of natural resources, environmental pollution, prices that exceed costs, low productivity companies which survive blocking the entry of new competitors, service quality decline and consumer rights’ violations, etc.In this sense, Institutional studiesand institutional change are essential to infer the implications these have over sustainable economic development in different countries.

El objetivo general de este trabajo, es realizar un análisis del marco institucional y de las principales políticas y Programas de Eficiencia Energética (PEE) aplicados en la República Argentina en el período 1980 - 2017, indicando las fortalezas y debilidades en cada uno de ellos, así como también, las posibles acciones a seguir para lograr fortaleza y solidez institucional en el campo de la eficiencia energética a largo plazo.La comprensión de las estructuras de incentivos y la dinámica sistémica entre los agentes público/privados que participan de un Programa de Eficiencia Energética (PEE), implica el análisis de variables claves que afectan el funcionamiento de los mercados energéticos en general, y en particular, las estructuras de comportamiento de los usuarios de la energía. En este sentido, el estudio de las Instituciones y el cambio institucional es trascendental para inferir las implicancias que éstas poseen sobre el desarrollo económico sostenible en los diferentes países.Según Tirole (1990), las Instituciones cumplen un rol significativo para lograr un desempeño eficiente de los mercados, fundamentalmente en aquellos sectores donde el grado de competencia es muy débil y las empresas existentes poseen un elevado poder de mercado. Algunos sectores industriales como la telefonía fija y móvil, agua potable, energía eléctrica, gas natural, ferrocarriles y subtes, y el transporte en general, se encuentran dominados por un pequeño número de grandes empresas, como es el caso de los mercados oligopólicos o los denominados monopolios naturales; el problema surge cuando estos mercados no se regulan efectivamente y dicha situación produce efectos ambientales y sociales no deseados, como el desahorro y desabastecimiento energético, consumo excesivo de recursos naturales, contaminación ambiental, precios más elevados que los costes, compañías poco productivas que sobreviven bloqueando la entrada de nuevos competidores, deterioro en el grado de calidad de los servicios, y vulneración de los derechos de usuarios y consumidores, etc.En este contexto, la definición de políticas de Estado que permitan fortalecer las “reglas de juego” en los mercados de bienes y servicios energéticos, resultan claves para redireccionar las políticas de gestión de recursos naturales, en aquellos países que pretenden migrar y evolucionar hacia nuevos modelos de gobierno y de negocios de carácter sustentable.
