description This article deals with the ways in which the scientific knowledge is crystallized in the National Commission of Agricultural Biotechnology (CONABIA), an organization that, within the State, regulates the release of the main imput of the Biotechnological Agrarian Model: the Genetically Modified seeds. The main objective of this work is to think about the relation between science and production within the state political institutions, the role of knowledge production in the public policy, the presence of subtle lines between science and bureaucratic practices and the consequences of these practices on democratic participation of society.To do so, we based on the analysis of interviews with members of CONABIA, representatives of the Legislative Branch, legislative advisors and representatives of environmental movements. We also used a large body of resolutions, laws, public documents and bibliographic materials. We will seek to recognize how thiscommission is composed, why it is constituted in that way, what regulatory criteria builds the scientific knowledge that these experts possess, what are the consequences of these definitions and, centrally, why is this scientific knowledge (within the framework of the state) takes such a leading role, defining the basic input of the food chain, the seed, and setting the course of a central aspect of Argentine economic policy, agribusiness.The anallize starts in 1991, when the CONABIA was constituted and concludes in 2010, when this commission begins to check and discuss the regulation and when a new phase of conflict starts.This work attemps to contribute, from a multidisciplpinary perspective of the political science, the agrarian sociology and the sociology of science, to the comprehension of the complex framewok science-politics-market, that constitutes an specific kind of institutionality and configures particular dynamics of political domination within the capitalist system.

El presente artículo aborda las formas en que la producción de conocimiento científico se cristaliza en la Comisión Nacional de Biotecnología Agropecuaria (CONABIA), organismo que en el ámbito del Estado regula la liberación del insumo básico del Modelo Biotecnológico Agrario: la semilla genéticamente modificada. El objetivo central de este trabajo es reflexionar sobre la relación entre ciencia y producción al interior de las instituciones políticas estatales, el rol que tiene la producción de conocimientoen la configuración de política pública, la existencia de lineas sutiles entre la ciencia y la práctica burocrática y las consecuencias de estas prácticas en la participación democrática de la sociedad.Para ello, nos basamos en el análisis de entrevistasa miembros y ex integrantes de la CONABIA, representantes del Poder Legislativo, asesores legislativos y representantes de movimientos ambientales. Además, utilizamos un gran corpus de resoluciones, leyes, documentos públicos y materiales bibliográficos.Buscamos reconocer cómo se compone esta comisión, por qué se constituye de esa manera, qué criterios regulatorio construye el saber científico que poseen esos expertos, qué consecuencias tienen esas definiciones y, de manera central, por qué es ese conocimiento científico, en el marco del estado, el que toma tal protagonismo, definiendo sobre el insumo básico de la cadena alimentaria, la semilla, y sentando el rumbo de un aspecto central de la política económica argentina, el agronegocio.El análisis arranca en 1991, año en que se conformó la CONABIA y concluye en 2010, cuando la comisión inicia un proceso de reformulación de la regulación vigente y se inicia una nueva etapa de conflicto en torno a la temática. El trabajo intenta ser un aporte, desde la perspectiva multidisciplinar de la ciencia política y las sociologías agrarias y de la ciencia, a la comprensión del complejo entramado ciencia-política-mercado, que constituye un tipo específico de institucionalidad y configura dinámicas particularizadas de dominación política en el sistema capitalista.
