It arises from the concern for looking for efficiency and effectiveness of this instrument, assesses its impact, the prioritization of the general interest and its contribution to Sustainable Urban Development. It is a joint analysis based on citizen participation and technical knowledge, with the aim of contributing to the improvement of this instrument and its implementation process, through the systematization, analysis and dissemination of high-quality information as input and implementation. of evidence-based deliberations. , establishes the issue in public opinion and increase citizen participation in the public policy decision-making process for Public Urban Development Policies. Starting from the critical reading of the Ordinance, the systematization and cases analysis, this summary here focuses mainly on verifying the fulfillment of the stated objectives, analyzing the authorization procedure, the assessment of merit and the opportunity in the reasons of the Municipality, the role of the actors, the Deliberative Council and citizens conflicts, reviewing the agreed benefit from its calculation to the degree of compliance. Emphasizing in transparency at all stages of the process. El presente artículo resume el análisis y la evaluación crítica de la implementación de procesos de Articulación Público Privadas (APP) para proyectos de Desarrollo Urbano en la Ciudad de Córdoba, en el marco de la Ordenanza 12077/12 de Convenios Urbanísticos. Un análisis conjunto desde la participación ciudadana y el conocimiento técnico, con el objetivo de contribuir a la mejora del instrumento y su proceso de implementación, mediante la sistematización, análisis y difusión de información de calidad como insumo para la deliberación pública fundamentada y la instalación del tema en la agenda pública orientado a la incidencia ciudadana en la toma de decisiones y las Políticas Públicas de Desarrollo Urbano. Surge de la preocupación por la eficiencia y efectividad de este instrumento, sus impactos, la prevalencia del interés general y su contribución al Desarrollo Urbano Sustentable. Partiendo de la lectura crítica de la Ordenanza, la sistematización y análisis de los casos, el resumen aquí presentado se enfoca principalmente en verificar el cumplimiento de los objetivos enunciados, analizando el procedimiento de autorización, la valoración del mérito y la oportunidad enunciado en los motivos del Municipio, el rol de los actores, el Concejo Deliberante y los conflictos con la ciudadanía, revisando las contraprestaciones pactadas desde su cálculo hasta el grado de cumplimiento.
