Latin America has a long history of exploration, based on the last decades, mainly, of its goods and natural resources, through the export of agricultural and biofuel commodities. It is from this assumption that part of the analysis of extractivism and new extractivisms or neoxtrativisms to identify how the idea of exploitation of Brazilian natural resources is reflected in the search for flexibility in its legislation regarding pesticides and the like, with the adoption of the Bill nº 6.299/02, better known as “PL of the Poison” or “Pack of the Poison”. Therefore, the objective of the article seeks to demonstrate how extractive processes are rooted in Brazilian agricultural culture, which, due to this context of global dependence, intensifies production through monocultures and reinforces the use of agrochemicals, a factor that directly reflects in the legislation on the subject. This production model, however, is carried out at the expense of the country's human and environmental cost. Thus, the present work is eminently qualitative, through the deductive approach. Documentary technique and bibliographic review are used for data analysis. Through the results of the research, it is possible to observe several institutional arrangements, which allow the deepening of extractive practices and the flexibility of Brazilian legislation. It can be seen that the legislative apparatus is arranged in such a way as to allow and contribute to agro-strategies. The permissiveness of the Brazilian State contributes to the worsening of social and environmental issues. |

América Latina tiene una larga historia de explotación, basada en las últimas décadas, principalmente, de sus bienes y recursos naturales, a través de la exportación de commodities agrícolas y biocombustibles. Es a partir de este supuesto que parte del análisis del extractivismo y los nuevos extractivismos o neo-extrativismos para identificar cómo se refleja la idea de explotación de los recursos naturales brasileños en la búsqueda de la flexibilidad de su legislación en materia de plaguicidas y afines, con la aprobación del Proyecto de Ley nº 6.299/02, más conocido como “PL del Veneno” o “Paquete de Veneno”. Por lo tanto, el objeto del artículo busca demostrar cómo los procesos extractivos están arraigados en la cultura agrícola brasileña, la cual, debido a este contexto de dependencia global, intensifica la producción a través de monocultivos y refuerza el uso de agroquímicos, factor que se refleja directamente en la legislación sobre el tema. Este modelo de producción, sin embargo, se lleva a cabo a expensas del costo humano y ambiental del país. Así, el presente trabajo es eminentemente cualitativo, a través del enfoque deductivo. Se utiliza técnica documental y revisión bibliográfica para el análisis de datos. A través de los resultados de la investigación, es posible observar varios arreglos institucionales, que permiten la profundización de las prácticas extractivas y la flexibilidad de la legislación brasileña. Se puede observar que los aparatos legislativos están dispuestos de modo que permitan y contribuyan con las estrategias agrícolas. La permisividad del Estado brasileño contribuye con el agravo de los problemas sociales y ambientales. A América Latina tem uma longa história de exploração, baseada nas últimas décadas, principalmente, de seus bens e recursos naturais, através da exportação de commoditiesagrícolas e biocombustíveis. É a partir desse pressuposto que parte da análise do extrativismo e dos novos extrativismos ou neo-extrativismos para identificar como a ideia de exploração dos recursos naturais brasileiros se reflete na busca pela flexibilização de sua legislação sobre agrotóxicos e afins, com a aprovação do Projeto de Lei nº 6.299 / 02, mais conhecido como “PL del Veneno” ou “Pacote de Veneno”. Portanto, o objetivo do artigo busca demonstrar como os processos extrativos estão enraizados na cultura agrícola brasileira, que, devido a esse contexto de dependência global, intensifica a produção por meio de monoculturas e intensifica o uso de agroquímicos, um fator refletido diretamente na legislação sobre o assunto. Este modelo de produção, no entanto, é realizado às custas do custo humano e ambiental do país. Assim, o presente trabalho é eminentemente qualitativo, por meio da abordagem dedutiva.
