In this context, some provincial states tried to advance, within their respective jurisdictions, in the legal regulation of the social and solidarity sphere. Considering this, in this article we try to characterize the bill concerning the “Creation of the Social and Popular Economy Council” in the province of Catamarca, which has already obtained half-approval. The study allows us to notice that this bill has an introductory meaning towards the configuration of a broader legal framework, and although it is close to the normative experiences of other provinces, presents contents and guidelines that give it its own mark that distinguishes them. To carry out this analysis, we deployed a methodological approach that incorporates the examination of the files referring to both the bill under study and its antecedents. A pesar de la expansión que experimentó, durante los últimos, la economía social y solidaria en Argentina, en el orden nacional aún no se cuenta con un marco jurídico específico que contemple las diferentes expresiones que integran el sector. En este contexto, algunos estados provinciales intentaron avanzar, dentro de sus respectivas jurisdicciones, en la regulación jurídica del ámbito social y solidario. Teniendo en cuenta ello en este trabajo se procura caracterizar el proyecto de ley referente a la Creación del Consejo de la Economía Social y Popular en la provincia de Catamarca que ya obtuvo media sanción. El estudio permite advertir que este proyecto de ley reviste un carácter introductorio en la configuración de un marco legal más amplio, y si bien se aproxima a las experiencias normativas de otras provincias, presenta contenidos y orientaciones que le otorgan una impronta propia que los singulariza. Para llevar a cabo este análisis se despliegan un abordaje metodológico que incorpora el examen de los expedientes referentes tanto al proyecto de ley bajo estudio como a sus antecedentes.
