The aim is to point out some outstanding features of the 1990-1995 period wich then marked the emergence of a politic culture of protest of which ATE is one of the main characters. I concentrate on the first actions of the period, in resistance to the state reform carried out by the local government (in general, mobilizations, strikes, acts in the streets), then I focus on the “pueblada” of the city of Senillosa (1994), marked as the first collective action of these type accompanied by the state syndicate. This episode was the immediate of the well-known and emblematic “puebladas cutralquenses” (1996-1997). For the analysis of the phenomenon I use the concepts of the political culture of protest and cultural frame, trying to articulate then in a critical way. En el siguiente trabajo presento un análisis de las principales acciones de uno de los sindicatos más combativos de Neuquén: la Asociación de Trabajadores del Estado (ATE). Mi intención es señalar algunos rasgos salientes del período 1990-1995 que luego marcan la emergencia de una cultura política de protesta de la que ATE será uno de los protagonistas principales. Me concentro en las primeras acciones del período en resistencia a las reformas del Estado encaradas por el ejecutivo local (en general movilizaciones, paros, actos en la calle) para luego focalizar en la “pueblada” de la localidad de Senillosa (1994), señalada como la primer acción colectiva de este tipo acompañada por un sindicato estatal y antecesora inmediata de las conocidas y emblemáticas puebladas cutralquenses (1996- 1997). Para el análisis de este fenómeno utilizo las categorías de cultura política de protesta y de marco cultural, intentando articularlas críticamente en torno al fenómeno estudiado.
