It is stated that Bosques' diplomatic work was important to maintain a mutual agenda between Cuba and Mexico in convulsed times. It is noted that there is no linear link between asylum seekers and political exiles, because the majority of July 26 Movement activists left Cuba with tourist visas. It is concluded that Mexico's asylum policy is the result of various factors that converge in favour of its application, in this case, the sympathy of Ambassador Bosques and the president in office in the framework of inter-bureaucratic struggles.
