Through an archaeological analysis and a microphysical characterization, it reconstructs the expert knowledge and government technologies that entities such as the Pan American Union, The United Nations and various international consultants recommended Latin American countries to address the housing problem. The hypothesis of the work postulates that through a series of technical assistance and training practices, the idea was conceived that the housing problem in Latin America could be improved through the cultural elevation of the population, and the rationalization and economizing of state practice together with effort and social participation.
