However, access to urban land, the main support for housing, for the lower, lower-middle and middle sectors was increasingly difficult. In this context, the objective of the paper is to analyze the financing instruments (international, national and provincial) for access to land, identifying the different roles assumed by the State, implemented in Rosario, a city with the highest construction per inhabitant, paradoxically third in housing deficit. The methodology is based on content analysis of written documents and observation techniques on images. Since 2002 to date, 9 programs have been approved and 8 have been executed, adding a total of 20,259 beneficiaries between regularized lots, lots with infrastructures and houses built. The instruments applied lack a joint planning between the different levels of government, being the largest financing from the national State Land ownership is heterogeneous in instruments for low sectors and homogeneous for medium and medium-low sectors. The State always acts as an agent providing infrastructure and urban facilities and as a real estate agent in a large part of the programs and lines. En Argentina, desde el año 2003 hubo una gran reactivación económica y de la construcción, donde los bienes inmuebles comenzaron a comportarse como un activo financiero. Sin embargo, el acceso al suelo urbano, principal soporte de la vivienda para los sectores bajos, medio-bajos y medios fue cada vez más difícil. En este contexto, el objetivo del artículo es analizar los programas y/o líneas de acceso al suelo (internacionales, nacionales, provinciales y municipales) implementados en Rosario, ciudad con mayor construcción por habitante y paradójicamente, tercera a nivel nacional en déficit habitacional. Se, identifican los distintos roles que asume el Estado. La metodología se basa en el análisis de contenidos de documentos escritos y en técnicas de observación sobre imágenes. Desde 2002 y hasta el momento, se han aprobado 9 programas y ejecutado 8, sumando un total de 20.259 beneficiarios entre lotes regularizados, lotes con infraestructuras y viviendas construidas. Los instrumentos aplicados carecen de una planificación conjunta entre los diferentes niveles del gobierno, siendo el mayor financiamiento del Estado nacional. La propiedad de los terrenos es heterogénea en instrumentos para sectores bajos y homogénea para sectores medios y medio-bajos. El Estado actúa siempre como agente proveedor de infraestructura y equipamientos urbanos y como agente inmobiliario en gran parte de los programas y líneas.
