On the other hand, interculturality is present in different processes of pedagogical reflection, at least, different educational actors are beginning to pay attention to it as a transforming element of the educational reality. However, this fact undermines the importance of racism and discrimination to be taken into account as a priority in its treatment and development. Meanwhile, negative attitudes towards people of indigenous origin are still in force, they seem to be part of everyday life and are legitimized with discriminatory behaviors and attitudes, which in many cases are not even unveiled and denounced, much less are educational and institutional actions promoted for the prevention and elimination of racism, despite the fact that Bolivia has regulations in force against racism and all forms of discrimination. Although some universities organize educational activities on interculturalism and the socialization of regulations on racism, no specific educational actions are developed to identify forms of institutional racism and discrimination practiced by different educational actors, mainly students and teachers, nor are there any strategies to address the issue in the pedagogical processes. This article aims to contribute elements of reflection on the racist and discriminatory attitudes present in Higher Education spaces, which in many cases are covered up or simply ignored as if they were something "natural". The universities themselves do not contribute to the understanding of racism by the educational actors for its adequate reflection. |

El racismo y la discriminación son temas pendientes o ausentes en los escenarios académicos de la Educación Superior en Bolivia, parecieran ser todavía temas tabúes o aterradores, que simplemente no se abordan. En cambio, la interculturalidad está presente en diferentes procesos de reflexión pedagógica, por lo menos, diferentes actores educativos empiezan a prestarle atención como elemento transformador de la realidad educativa. Sin embargo, este hecho le resta importancia al racismo y la discriminación para que sean tomados en cuenta como prioridad en su tratamiento y desarrollo. Mientras tanto, actitudes negativas hacia las personas de procedencia indígena están vigentes, parecen ser parte de la vida cotidiana y se legitiman con comportamientos y actitudes discriminatorias, que en muchos casos ni siquiera son develadas y denunciadas, y mucho menos se promueven acciones educativas e institucionales para la prevención y eliminación del racismo, pese a que en Bolivia se cuenta con normativas vigentes contra el racismo y toda forma de discriminación. Si bien al interior de algunas universidades se organizan actividades educativas con tema de la interculturalidad y la socialización de las normativas sobre el racismo, no se desarrollan acciones educativas específicas que permitan identificar modalidades de racismo institucional y discriminación practicadas por diferentes actores educativos, principalmente estudiantes y docentes; tampoco existen estrategias para abordar el tema en los procesos pedagógicos. El presente artículo pretende aportar elementos de reflexión acerca de las actitudes racistas y discriminatorias presentes en los espacios de Educación Superior, que en muchos casos son encubiertas o simplemente se ignoran como si fueran algo “natural”. Las mismas universidades no contribuyen a la comprensión del racismo por parte de los actores educativos para su adecuada reflexión. Este trabalho propõe-se oferecer uma perspectiva das respostas ao racismo nas instituições de ensino superior do Uruguai, onde é recente pensar de forma manifesta do ponto de vista étnico-racial, tanto na sociedade em geral quanto nas instituições educacionais em particular. O Uruguai foi moldado e considera-se mais próximo da Europa do que da América Latina em sua composição étnica, seus costumes e sua cultura. Isto deve-se, em parte, à presença forte de fluxos migratórios vindos da Espanha e da Itália na fase de conformação nacional, bem como às ações deliberadas de invisibilizar os grupos étnicos indígenas e africanos e tipos sociais como o gaucho. Os relatos identitários ficaram com essa marcaenganosa e preconceituosa, própria da história escrita de uma perspectiva só. O artigo começa com uma contextualização dirigida a atitudes negativas em relação às pessoas de origem indígena, que parecem fazer parte da vida quotidiana e são legitimadas por comportamentos e atitudes discriminatórias, que em muitos casos nem sequer são reveladas e denunciadas, muito menos são promovidas acções educativas e institucionais para a prevenção e eliminação do racismo, apesar de a Bolívia ter regulamentos em vigor contra o racismo e todas as formas de discriminação. Embora algumas universidades organizem actividades educacionais sobre o tema da interculturalidade e da socialização dos regulamentos sobre o racismo, não são desenvolvidas acções educacionais específicas para identificar formas de racismo institucional e discriminação praticadas por diferentes actores educacionais, principalmente estudantes e professores, nem existem estratégias para abordar a questão nos processos pedagógicos. Este artigo visa contribuir com elementos de reflexão sobre as atitudes racistas e discriminatórias presentes nos espaços do Ensino Superior, que em muitos casos são encobertas ou simplesmente ignoradas como se fossem algo "natural". As próprias universidades não contribuem para a compreensão do racismo por parte dos actores educativos para a sua adequada reflexão.
