The restoration of the documentary archive of this plan revealed the difficulty faced by the various institutions responsible for drafting urban plans to inventory the materials used in the planning processes and integrate them into their respective collections. Due to the 1990s  analog-to-digital conversion, scattered fragments of the plan's development process were found among files, papers, VHS videos, and diskettes incompatible with current computing. However, a qualified interpretation of the internal processes has made it possible to connect intersecting relationships, present design evidence, map actors, and construct different narratives dealing with the zigzagging nature of the plan development. In short, a part of memory has been recovered to achieve both a better understanding of the present city and the construction of the future city.
