The province of Sumapaz, located in the department of Cundinamarca, includes the municipalities of Arbeláez, Cabrera, Fusagasugá, Pandi, Pasca, San Bernardo, Silvania, Venecia and Tibacuy, which vary in size, population, economic development, productive infrastructure. and fiscal capacity. In this way, the characterization of the conditions under which capacities are developed in local administrations must take as a starting point a conceptual delimitation within the framework of decentralization and local democracy, so that it is possible to address it from a conceptual and contextual perspective. management in each municipality, in particularly important issues such as the formulation and execution of public policies. The analysis seeks to identify the scope of institutional management and its relationship with sustainable development in the region, considering the strengthening of institutional capacities as a means to face with greater certainty the challenges coming from the regional, national and global context. El análisis de capacidades en los municipios de la provincia del Sumapaz contenido en este artículo busca poner de relevancia un conjunto de desafíos en términos de gestión institucional, evidenciando algunas situaciones que pueden contribuir a una comprensión del desarrollo institucional regional. La provincia de Sumapaz, ubicada en el departamento de Cundinamarca incluye los municipios de Arbeláez, Cabrera, Fusagasugá, Pandi, Pasca, San Bernardo, Silvania, Venecia y Tibacuy, los cuales varían en tamaño, población, desarrollo económico, infraestructura productiva y capacidad fiscal. De este modo la caracterización de las condiciones en los cuales se desarrollan capacidades en las administraciones locales debe tomar como punto de partida una delimitación conceptual en el marco de la descentralización y la democracia local, de manera que sea posible abordar desde una mirada conceptual y contextual la gestión en cada municipio, en temas particularmente importantes como la formulación y ejecución de políticas públicas. El análisis busca identificar el alcance de la gestión institucional y su relación con el desarrollo sostenible en la región, considerando al fortalecimiento de las capacidades institucionales como una medio para enfrentar con mayor certeza los desafíos provenientes del contexto regional, nacional y global.
