It emerges in a context of a crisis of representation as a strategy to regenerate the link between State and citizenry, broadening channels for intervention in decision-making. This article comparatively analyzes the implementation of Participatory Budgeting in the municipalities of La Costa and General Pueyrredón (Buenos Aires, Argentina) between 2008 and 2014. The selection of these jurisdictions is based on comparing cases with common characteristics –namely, a coastal location and a tourism-oriented economy–but with significant differences in terms of scale, institutional organization, and urban challenges. The methodological strategy combined the collection and analysis of primary data with secondary sources. The results demonstrate that, while in both cases this tool was conceived as a mechanism to strengthen the State-society link through the figure of the “genuine neighbor,” differences in institutional capacities, regulatory frameworks, implementation mechanisms, and municipal scale all influenced participation and project fulfillment, thus conditioning its consolidation as an instrument of political relegitimation. El presupuesto participativo constituye una herramienta de gestión local que, retomando a Medici (2011), puede definirse como un mecanismo de participación ciudadana que habilita la discusión sobre el destino de un porcentaje del presupuesto público para resolver problemáticas urbanas mediante cogestión. Surge en un contexto de crisis de representatividad como estrategia para regenerar el vínculo entre Estado-ciudadanía, ampliando canales de intervención en la toma de decisiones. El artículo analiza comparativamente la implementación del presupuesto participativo en los municipios de La Costa y General Pueyrredón (Buenos Aires, Argentina) entre 2008 y 2014. La selección de estos partidos responde a la comparación de casos con características comunes –localización costera y orientación turística–, pero con diferencias significativas en cuanto a escala, organización institucional y problemáticas urbanas. La estrategia metodológica combinó recolección y análisis de datos primarios con fuentes secundarias. Los resultados evidencian que, si bien en ambos casos esta herramienta se concibe como mecanismo para fortalecer el vínculo Estado-sociedad mediante la figura del “vecino genuino”, las diferencias en capacidades institucionales, marcos normativos, mecanismos de ejecución y escala municipal incidieron en la participación y en el cumplimiento de los proyectos, lo que condicionó su consolidación como instrumento de relegitimación política.
