description This paper investigates the issue of collective memory around the adjudication processes  of social housing built in the City of Buenos Aires during the last military dictatorship, within the framework of the Plan for the Eradication of Emergency Villas  (1964) and the Alborada Plan (1973) to relocate the slum population. It explores the multiplicity of memories that different actors (inhabitants, state workers and teams of architects) weave around the origin of these houses and the role they assumed during the last dictatorship. It also questions how these memories permeate the representations that currently operate on these dwellings. From a case study that focuses on the Albarellos Housing Complex and through a qualitative methodological strategy, the memories of the different actors around this neighborhood are reconstructed and analyzed. Is it recognized as a social housing neighborhood? What role did the State play in its origin and settlement according to neighbors? Under what housing policy was it built and for what purpose? Who were its recipients and who were its final inhabitants? How were the adjudication processes? What senses circulate about its social function?

Este trabajo indaga la cuestión de la memoria colectiva en torno a los procesos de adjudicación  de  viviendas sociales construidas en el marco del Plan de Erradicación de Villas de Emergencia (1966) y del Plan Alborada (1973)  para relocalizar “población villera” en la Ciudad de Buenos Aires. Explora la multiplicidad de memorias que distintos actores tales como habitantes, trabajadores estatales y equipos de arquitectos tejen en torno al origen de estas viviendas y  los procesos de adjudicación y procesos de poblamiento que tuvieron lugar en los albores del golpe de estado y durante la última dictadura militar. Asimismo, interroga de qué modo estas memorias permean las representaciones que actualmente operan sobre estas viviendas. A partir de un estudio de caso que hace foco en el Conjunto Habitacional Albarellos y mediante una estrategia metodológica cualitativa, se reconstruyen y analizan las memorias de los distintos actores en torno a este barrio.  ¿Es reconocido como un barrio de vivienda social? ¿Qué papel identifican que desempeñó el Estado en su origen y poblamiento? ¿Bajo qué política habitacional fue construido y con qué objetivo? ¿Quiénes eran sus destinatarios y quiénes fueron finalmente sus habitantes? ¿Cómo fueron los procesos de adjudicación? ¿Qué sentidos circulan acerca de cuál era (y es) su función social? Este trabalho investiga a questão da memória coletiva em torno dos processos de alocação de habitações sociais construídas no âmbito do Plano Emergencial de Erradicação de Vilas (1966) e do Plano Alborada (1973) para realocar a “população de favelas” da cidade de Buenos Aires . Explora a multiplicidade de memórias que diferentes atores como moradores, funcionários públicos e equipas de arquitetos tecem em torno da origem destas casas e dos processos de adjudicação e de liquidação que ocorreram no início do golpe de Estado e durante a última ditadura militar. Da mesma forma, questiona como é que estas memórias perpassam as representações que atualmente operam nestas casas. A partir de um estudo de caso centrado no Conjunto Habitacional Albarellos e através de uma estratégia metodológica qualitativa, são reconstruídas e analisadas as memórias dos diferentes atores da envolvente deste bairro. É reconhecido como um bairro de habitação social? Que papel identifica que o Estado desempenhou na sua origem e fixação? Sob que política de habitação foi construída e com que finalidade? Quem foram os seus destinatários e quem foram finalmente os seus habitantes? Como decorreram os processos de adjudicação? Que sentidos circulam sobre qual foi (e é) a sua função social?
