The article discusses the web of relationships that were formed around him and that conditioned his future, determining that behind every urban intervention is an image of ideal city which intended build. Durante el contexto generado por los festejos del primer Centenario de la Revolución de Mayo, el intendente de la Ciudad de Rosario, Isidro Quiroga, manda a contratar, a instancias del Consejo Municipal, al urbanista y arquitecto francés Joseph Antoine Bouvard para establecer los lineamientos de un plan de urbanización planifica. El proyecto, de clara connotación francesa, es ideado a partir de una trama de bulevares, diagonales y espacios verdes, tomando en consideración la totalidad del ejido urbano. El artículo aborda el entramado de relaciones que se conformaron a su alrededor y que condicionaron su futuro determinando que detrás de cada intervención urbana hay una imagen de ciudad ideal que se pretende construir.
