We focus on Entre Ríos, which at that time had half of its population living in rural areas and had low elementary school completion rates. We ask how the provincial state tried and to what extent it was able to respond to these difficulties, in the context of national and international discussions about development, the depopulation of agricultural areas, the demands of local populations for greater access to education for their children and the first steps in the transfer of national schools to the provinces. From the reading of official documents, the local press in the city of Paraná and the demands for the creation of rural schools presented to the General Council of Education, we focus on three policies. The first one aimed at resolving the coverage of rural schools by replacing the seven grades of elementary school with four levels. The second, aimed at teacher training for rural schools for women. The third was aimed at providing agricultural orientation in primary schools through agreements between the provincial education portfolio and the National Institute of Agricultural Technology. Although Entre Ríos also had national and private schools, we will deal with those institutions dependent on the provincial government.
