The transformation of the tasks that the municipality must assume and the close relationship with the neighbors/electors increases its visibility on the scene and in the political dispute. Our line of research focuses on the local State of the Neuquén capital (period 1999-2019), which is characterized by the continuity of a line of government, from party politics as opposed to the provincial government and a parliamentary sphere ─Deliberative Council─ in which the ruling party never had its own majority. During this period, a city project, a government plan and a management style are consolidated. Thus, the city of Neuquén gradually became the metropolis of the Confluence micro-region. This happens in parallel to the conurbation processes that involve cities from two provinces and the explicit recognition of their inhabitants. This article analyzes the results obtained in an opinion poll carried out among inhabitants and users of the city of Neuquén, which ─as the head of the metropolitan area─ must deploy public policies, together with other levels of the State, to respond to the growing demands in terms of infrastructure and services to the population of the capital city and its area of influence. El estudio de los gobiernos locales en Argentina es reciente. La transformación de las tareas que debe asumir el municipio y la relación cercana con los vecinos/electores incrementa su visibilidad en la escena y la disputa política. Nuestra línea de investigación se centra en el Estado local de la capital neuquina (período 1999-2019), que se caracteriza por la continuidad de una línea de gobierno, desde lo político partidario como opositor al gobierno provincial y un ámbito parlamentario ─Concejo Deliberante─ en el que el oficialismo nunca tuvo mayoría propia. Durante este período se consolida un proyecto de ciudad, un plan de gobierno y un estilo de gestión. Así, la ciudad de Neuquén se fue transformando en la metrópolis de la microrregión de la Confluencia. Esto sucede paralelamente a los procesos de conurbación que involucran a ciudades de dos provincias y el reconocimiento explícito de sus habitantes. El presente artículo analiza los resultados obtenidos en un sondeo de opinión realizado entre habitantes y usuarios de la ciudad de Neuquén, que ─en tanto cabecera de área metropolitana─ debe desplegar políticas públicas junto a otros niveles del Estado para dar respuesta a las crecientes demandas, en términos de infraestructura y servicios, de la población de la ciudad capital y su área de influencia.
