These loans allowed CONICET to dispose of resources destined to finance the instruments of execution and scientific promotion during the civic-military dictatorship and the return of democracy with the radical government. This paper analyzes how the design of the Global Science and Technology Program (IDB-I) and the Scientific and Technological Research Program (IDB-II), financed by IDB loans, were framed in different governance processes within the CONICET between 1976 and 1989. Thus, the guiding problem question of the article is: In what way did the governance processes within CONICET during the period 1976-1989 have implications for the design and objectives of the IDB-I and IDB- II? It is concluded that the BID-I was oriented towards promoting an execution policy and the growth of infrastructure and human resources under the control of strongly corporate actors within CONICET, while the BID-II was aimed at strengthening the scientific promotion instruments of the institution, particularly research projects where the main beneficiaries were career researchers from CONICET and teacher-researchers from public universities. El Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) ha sido uno de los principales beneficiarios de los préstamos del Banco Interamericano de Desarrollo (BID) para Ciencia y Tecnología (CyT) durante el período 1976-1989 en Argentina. Estos préstamos le permitieron al CONICET disponer de recursos destinados al financiamiento de los instrumentos de ejecución y promoción científica durante la dictadura cívico-militar y el retorno de la democracia con el gobierno radical. En este trabajo se analiza cómo el diseño del Programa Global de Ciencia y Tecnología (BID-I) y el Programa de Investigación Científica y Tecnológica (BID-II), financiados por el BID, estuvieron enmarcados en diferentes procesos de gobernanza al interior del CONICET entre 1976 y 1989. Así, la pregunta problema orientadora del artículo es: ¿De qué manera los procesos de gobernanza al interior del CONICET durante el periodo 1976-1989 tuvieron implicancias en el diseño y los objetivos del préstamo BID-I y BID-II? Se concluye que el BID-I, se orientó a propiciar una política de ejecución y al crecimiento de la infraestructura y de recursos humanos bajo el control de actores fuertemente corporativos al interior del CONICET, mientras que el BID-II, estuvo dirigido a fortalecer los instrumentos de promoción científica de la institución, en particular los proyectos de investigación donde sus principales beneficiarios fueron los investigadores de carrera del CONICET y de los docentes-investigadores de las universidades públicas.
