Their theoretical reflections in this field were motivated by the “Atlantic Fordism” crisis and the Welfare States between the late sixties and mid-seventies. The three authors identified a contradiction between the state “functions” of accumulation and legitimation, specifying their different forms of expression. We are interested in three of them: the tendencies towards fiscal crisis, the “irrationalization” of the state apparatus and its methods of intervention, as well as the lack of meaningful motivation for action. We articulate these dimensions from a perspective of the totality, in order to build a framework of analysis that accounts for the problems of legitimation faced by several state interventions, as well as the contingencies, contradictions and limits of the public policy process. En el presente artículo exploramos y sistematizamos las contribuciones teóricas de James O’Connor, Claus Offe y Jürgen Habermas con respecto a las relaciones entre Estado y capital. Sus aportes en este campo estuvieron motivados por la crisis del “fordismo atlántico” y de los Estados de bienestar entre finales de los sesenta y mediados de los setenta. Los tres autores observaron una contradicción entre las “funciones” estatales de acumulación y legitimación, especificando sus distintas formas de expresión. Aquí nos interesamos por tres de ellas: las tendencias a la crisis fiscal, la “irracionalización” del aparato estatal y sus modalidades de intervención, así como los déficits de sentido motivante para la acción. Buscamos recuperar y articular estas dimensiones desde una perspectiva de la totalidad, a los fines de construir un esquema de análisis sensible a los problemas de legitimación que enfrentan distintos tipos de intervenciones estatales, y que a la vez aprehenda las contingencias, contradicciones y límites del proceso de la política pública.
