The process culminates with the formulation of lines and actions of strengthening that converge towards the best scope of the objectives of the institution.In our country there is currently a program that is taking forward the implementation of the evaluation as a tool of management and of continuous improvement. It is the “Assessment Program of Institucional of Organizations of Science and Technology” –PEI, who depends on the Ministry of Science, Technology and productive Innovation – MINCYT. In this program, the institutional evaluation is understood as a process that is composed of three stages, the self – assessment (the look of the own institution), the external evaluation (external e independent took) and the plan of improvement (the institutional strengthening). For the PEI, the more relevant impact of the evaluation institutional is not the quality in itself but the knowledge that emerges of analyzing the institution and promoting its continuous improvement.The present article describes the process of evaluation from the gaze of the PEI. La evaluación es concebida como una herramienta de gestión en tanto represente un proceso asociado al mejoramiento e integrado a la planificación de objetivos y estrategias institucionales.Esta perspectiva convoca a los actores de las instituciones a realizar una reflexión crítica sobre los objetivos de las mismas, las capacidades con las que se cuenta para llevarlos a cabo, los desempeños y los resultados. El proceso culmina con la formulación de líneas y acciones de fortalecimiento que converjan hacia el mejor alcance de los objetivos de la institución.En nuestro país existe en la actualidad un programa que está llevando adelante la implementación de la evaluación como una herramienta de gestión y de mejora continua. Es el “Programa de Evaluación Institucional de Organismos de Ciencia y Tecnología”1 – PEI, quien depende del Ministerio de Ciencia, Tecnología e Innovación Productiva – MINCyT. En este programa, la evaluación institucional es entendida como un proceso que se compone de tres etapas, la autoevaluación (la mirada de la propia institución), la evaluación externa (la mirada externa e independiente) y el plan de mejoramiento (el fortalecimiento institucional).
