There were no export diversifications; imports increased more than exports in such a way that there were increasing trade deficits; industrial production was reduced and there was no boom in direct foreign investment generating higher quality employment. Los países de la CAN iniciaron conjuntamente las negociaciones del TLC con Estados Unidos en 2004, pero solo Perú y Colombia las concluyeron, por separado. Los resultados, desde su vigencia, no han sido los que anunciaron sus gobiernos.
